If you’re from Delhi NCR or travel to Delhi frequently, this news is for you. Air pollution in Delhi is becoming a major concern as winter sets in, and the Delhi government has introduced a fresh set of restrictions and rules from November 1 to tackle the sickening air quality issue. In this article, let’s take an in-depth look into the Delhi winter pollution rules 2026 and how the new rules will affect Delhi residents.

Delhi Winter Pollution Rules 2026 To Be Implemented From November 1, 2026

No Entry For Vehicles Below BS-VI Certification

Vehicles registered outside Delhi that do not meet Bharat Stage (BS) VI emission standards will not be allowed to enter the national capital. This restriction will also affect older petrol and diesel vehicles from neighboring cities like Noida, Gurugram, Faridabad, and Ghaziabad.

The restriction is part of the revised Graded Response Action Plan (GRAP), Delhi NCR’s winter pollution control plan.

The Delhi government has set up Automatic Number Plate Recognition (ANPR) cameras at checkpoints and selected lanes will scan plates and flag vehicles for checks, with authorities reinforcing entry points on routes like Noida, Gurugram, and Ghaziabad. However, BS-VI vehicles will still need a valid Pollution Under Control (PUC) certificate to enter the national capital from November 1, 2026.

No PUC, No Fuel

Vehicles without a valid PUC certificate will not be given petrol, diesel, or CNG at fuel stations across Delhi. Around 500 petrol pumps have been equipped with ANPR systems to identify vehicles without a valid PUC certificate. If you’re from Delhi, this is your sign to update the PUC certificate if you haven’t yet.

Restrictions On Construction And Demolition

The Delhi government, under the Delhi winter pollution rules 2026, has prohibited outdoor civil construction and demolition activities until January 31, 2027. This measure has been taken to ensure minimal dust pollution. Certain essential infrastructure projects may get an exemption from this rule under prescribed conditions. Similarly, indoor construction involving finishing, plumbing, and electrical work can proceed with dust-control measures.

Essential services, however, remain exempt from this arrangement. The move aims to reduce the number of vehicles on the streets, reducing vehicle-related emissions.

To curb vehicular traffic and encourage use of public transport, parking fees at several public parking facilities have been doubled. However, parking facilities operated by the Delhi Metro Rail Corporation are exempt from this measure.

Government Office Timings Changed
