The Bihar Cabinet has cleared sweeping reforms that will revolutionize the tourism sector in the state. In a recent meeting chaired by the Chief Minister (CM) of Bihar, Samrat Chaudhary, cleared these reforms, which are aimed at transforming Bihar tourism from simple transit to high-accessibility and regional connectivity. This is being done via the brand new Mukhyamantri Bihar Heli-Tourism Evam Air Tourism Seva Yojana 2026. The most exciting among these reforms is the new helicopter service in Bihar.

If reports are to go by, the first phase of the plan is slated to be implemented between July 15, 2026, and January 15, 2026. The flights will operate on heavily discounted rates through the Bihar State Tourism Development Corporation (BSTDC) but require booking dynamic tourist packages.

The government is also introducing weekend helicopter joyrides every Saturday and Sunday over the state capital for just INR 2,100 per person.

Other Significant Reforms That Were Passed

Furthermore, the historic, restricted-access Water Resources Department (WRD) inspection buildings are being converted into modern public guesthouses. The investment plan for this is the Design-Build-Operate-Maintain (DBOM) Public-Private Partnership (PPP) model.

The new Mukhyamantri Homestay Promotion Scheme has also been outlined. Under this new scheme, 1,000 registered rooms will be targeted in Phase I with a budget of ₹25 crore. This will boost self-employment and rural livelihoods by providing an INR 2.5 Lakh capital subsidy per room for up to 4 rooms.
