Ladakh, referred to as the land of high passes, is renowned for its breathtaking landscapes and famous attractions, including the stunning Pangong Lake. And now, Ladakh is all set to get India’s first Model Border Village. Lieutenant Governor of Ladakh, Vinai Kumar Saxena, laid the foundation stone for this initiative at Chumur as part of the Vibrant Villages Programme (VVP).
India’s first Model Border Village, the Chumur Model Border Village, aims to improve the lives of residents along the Indo-China border by promoting sustainable housing, enhancing employment opportunities, fostering tourism, and implementing renewable energy solutions, all while improving civic infrastructure. Nestled at an altitude of 16,700 feet, Chumur supports a small community of 24 households and a total population of 91, primarily engaged in the artisanal craft of Pashmina rearing.

What Will The Families Get Under India’s First Model Border Village Initiative
Under this initiative, families will receive climate-smart, south-facing homes designed to harness solar energy while offering protection during the harsh winter months, when temperatures can plunge to -35 degrees Celsius. Each household will be equipped with a residential unit featuring a bathroom, an additional space for tourism activities, a kitchen garden, areas for livestock, and storage for fodder. These houses are projected to be finished by September of this year, weather permitting.
A pivotal aspect of the project includes transforming Chumur into a tourism hub along the Korzok – Hanle route. This involves developing tourism infrastructure, such as a community-run café, promoting local handicrafts, and enhancing Pashmina-based livelihoods, all aimed at creating new income opportunities for the inhabitants. The project carefully strives to instil self-sufficiency in the villagers and curb the trend of migration from border areas.

During the inauguration, L-G Vinai Kumar Saxena emphasized the innovative attributes of the project that transcend conventional development norms. The objective is to bolster security and resilience while reinforcing border communities.

India’s First Model Border Village Is In Collaboration With The Defence Institute Of High-Altitude Research
To ensure food security and enhance livelihoods, a sizeable commercial greenhouse measuring 90 x 27 feet will be set up, allowing for year-round vegetable production. This endeavor is in collaboration with the Defence Institute of High-Altitude Research (DIHAR) and aims to meet local food requirements while supplying neighboring defense establishments, thus establishing a sustainable market for villagers and fostering civilian-defense cooperation.
The village is envisioned as an all-weather settlement, complete with reliable water sources, improved sanitation systems, renewable energy infrastructure, modern digital connectivity, and better living conditions during the frigid winter months. An essential service core will feature a school, a Primary Health Centre (PHC), community halls, parks, a community café, and a Tourist Interpretation Centre, providing vital services to bolster community life.
Ultimately, the Chumur Model Border Village is poised to set a remarkable standard for sustainable development in high-altitude areas, providing a blueprint for future initiatives across border villages in India.
