An ILP or Inner Line Permit is an official, government-issued travel document. This travel document is compulsorily required to visit restricted areas in India, including Ladakh. In the case of the Ladakh ILP, the travel document is delivered by the Deputy Commissioner’s Office in Leh.

Are ILP And PAP/RAP Different?

Inner Line Permit or ILP and Protected Area Permit (PAP) / Restricted Area Permit (RAP) are essentially permits issued to travelers by the government. However, the only difference separating them is the nationality of the traveler.

ILPs are issued to Indian citizens visiting certain protected areas.

PAPs and RAPs are issued to foreign nationals entering these areas, including border areas.

Under the Foreigners (Protected Areas) Order, 1958, all areas falling between the ‘Inner line’, as defined in the said order, and the International Border of the State have been declared as a Protected Area. Currently, Protected Areas are located in the following states:

The ILP is valid for 3 weeks from the date it has been issued, whereas the PAP / RAP is valid for 14 days.

You can obtain an ILP within just a few hours, but we’d recommend allowing one working day for your application to be processed.

  1. Visit the official website for obtaining Ladakh ILP: http://lahdclehpermit.in/
  2. If you’re from India, click on the ‘Domestic’ option on the right hand side of the screen
  3. Enter details such as name, mobile number, email, gender, ID type, and permanent address. You’re also required to enter the date of beginning the journey and mention whether the payment will be through you directly or through an agent.
  4. Upload ID and itinerary details
  5. Pay the permit fee and the environment fee.

Permit fee: INR 450 per person + INR 300 as the environment fee. Additionally, INR 150 is calculated as processing fee if applied online, but it can be waived if you apply directly at the Deputy Commissioner’s (DC) Office, Leh

Make sure to keep adequate copies of the permit with you as you might need to submit them at certain security checkpoints.

Step-By-Step Guide To Ladakh ILP Offline Application

  2. Fill out the form by entering similar details as the online form
  3. Pay the ILP fee
  4. Get the permit stamped

DC Office timings: 9:00 AM to 5:00 PM; go early to avoid long lines. However, no forms are accepted for the day after 3:00 PM

DC Office working days: Monday to Saturday

The process may take anywhere between 30 minutes to a few hours.
