India is home to many stunning states, each with its unique offerings. However, when we think of Kerala, the first images that often come to mind are its lush tea plantations and serene backwaters. But literacy also stands out as another hallmark for Kerala. And now, there’s another state that has made headlines by achieving a remarkable 100% literacy rate. Yes, Mizoram in Northeast India has announced a 100% literacy rate in 2025.
Recently, Mizoram has been officially recognized as India’s first fully literate state, thanks to the ULLAS (Understanding Lifelong Learning for All in Society) initiative, announced by Chief Minister Lalduhoma. The announcement took place at a formal event held at Mizoram University, attended by Union Minister for Education, Jayant Chaudhary, and Mizoram’s Minister of Education, Dr. Vanlalthlana.

During the event, Chief Minister Lalduhoma expressed his pride in this achievement, emphasizing the need to continue promoting literacy through ongoing education, digital resources, and vocational training. Chief Minister Lalduhoma encouraged the people of Mizoram to strive for even greater heights, focusing on skills like digital literacy, financial literacy, and entrepreneurial training.
According to the 2011 Census, Mizoram had a literacy rate of 91.33%, placing it third in India. Building on this solid foundation, initiatives like ULLAS and the Nav Bharat Saksharta Karyakram were introduced to identify and educate those who were still illiterate.
In identifying potential learners, surveys conducted based on the 2011 census found 3,026 individuals, with 1,692 considered ready to learn. A group of 292 volunteer teachers, including students and educators, made significant contributions to this mission. Their collective commitment and efforts have successfully led Mizoram to achieve full literacy, a remarkable milestone for the state and the nation.
What To Know About Literacy Rate In India
According to the 2011 Census, India’s overall literacy rate stands at 72.98%, with male literacy at 80.9% and female literacy at 64.63%. Over the past decade, rural females have experienced the most significant increase in literacy, with a 24% rise.
Among the various states and union territories, Kerala boasts the highest literacy rates, with males at 96.1% and females at 92.1%, while Bihar holds the lowest rates at 71.2% for males and 51.5% for females. The disparity between male and female literacy is minimal in states like Meghalaya, Kerala, and Mizoram (under 5 percentage points). Still, it is high in Rajasthan, Jharkhand, Dadra & Nagar Haveli, Jammu & Kashmir, Uttar Pradesh, and Chhattisgarh, where the gap exceeds 20 percentage points, particularly in Rajasthan.
