Feeding Pigeons In Mumbai? You Might Be Breaking The Law, Here’s What You Need To Know

Feeding pigeons, especially in public spaces, has now become a punishable offense in Mumbai. This change comes after the Bombay High Court instructed the Brihanmumbai Municipal Corporation (BMC) to take action against anyone who continues to feed pigeons despite an existing ban.

During a recent hearing, Justices G. S. Kulkarni and Arif Doctor addressed a petition from animal welfare advocates, highlighting that feeding pigeons creates a public nuisance and poses health risks for the community.

Earlier, the court had ordered the BMC not to demolish existing “kabutarkhanas,” or designated pigeon feeding sites; however, it reiterated that feeding these birds is not allowed. The judges observed that, despite clear instructions from the court aimed at enforcing the ban, people continued to disregard these guidelines.

Feeding Pigeons Will Now Be Discouraged At Public Locations

The recent ruling emphasizes not only legal concerns but also the serious health implications associated with pigeon feeding. The accumulation of pigeon droppings and large flocks can lead to respiratory and other airborne health issues, particularly affecting vulnerable populations like the elderly and those with pre-existing respiratory conditions.

Consequently, the BMC is tasked with taking all necessary measures to discourage public feeding of pigeons and to manage their populations in Mumbai. This includes strict enforcement actions at known pigeon feeding locations. The court has also instructed the BMC to assign beat marshals, set up CCTV cameras, and make sure that residents refrain from feeding pigeons from their windows. Additionally, police officers should be stationed to uphold public order and assist civic workers.

“This matter holds significant public importance, as it involves the essential rights of individuals to health, life, and their means of living,” the judges noted, stating that an update on compliance is required at the upcoming hearing set for August 7.
