Bengaluru is undoubtedly one of India’s most famous metropolitan areas. Often referred to as the Silicon Valley of the country, it serves as a central hub for significant IT companies and is also famous for its incredible food scene. Recently, Bengaluru received another distinction: it has been recognized as the best city for women in India for the year 2025, as per an index. This evaluation, conducted by Avtar, a workplace inclusion organization from Chennai, examined 125 cities based on their support systems for women, focusing on social infrastructure and workplace inclusion.
This first-of-its-kind report, titled ‘Top Cities for Women in India,’ highlighted key factors such as safety, supportive government policies, and the presence of women-friendly organizations that contribute to empowering women’s careers.
To explore how cities support women’s growth, this report examines essential factors such as job availability aligned with women’s skills, safety, education quality, affordable housing, public transportation, healthcare access, and personal development.
Bengaluru Tops The List With 53.29% Score, Chennai Follows Closely With 49.86
They implement a continuous analysis to provide a comprehensive overview of cities that excel in promoting women’s advancement. For 2025, a City Inclusion Score (CIS) will evaluate 125 cities based on their potential for inclusivity and gender equity. This score incorporates elements of social inclusion, including livability and safety, utilizing data from various national reports to assess the current landscape.

Bengaluru tops the rankings for Industrial Inclusion Score, highlighting its strong industrial sector, job opportunities, and significant involvement of women in formal economic roles. Meanwhile, Chennai has excelled in social inclusion, thanks to effective safety measures, enhanced public services, and improved access to education and healthcare.
Hyderabad is recognized for closely matching both scores, placing fourth in each index, which indicates a commendable connection between economic development and socially inclusive systems.
Pune and Hyderabad show a fairly balanced performance on both social and industrial fronts, indicating positive prospects for ongoing female participation in the workforce.
In terms of regions, South India achieved the highest scores across all metrics, with western India following closely behind. In contrast, the central and eastern regions still face challenges in industrial inclusion, reflecting fewer formal job opportunities for women, despite some progress in social infrastructure.
The top ten cities identified are Bengaluru, Chennai, Pune, Hyderabad, Mumbai, Gurugram, Kolkata, Ahmedabad, Thiruvananthapuram, and Coimbatore.
