Sikkim has finally achieved the fully literate status under the Understanding of Lifelong Learning for All in Society (ULLAS) initiative by the government. The announcement was made on May 27, during the convocation ceremony held for Sikkim University in Gangtok. This is a landmark achievement for the state. Sikkim Is Now A Fully Literate State
The announcement for this particular historic achievement was made on Wednesday, May 27, 2026. It was made during the convocation ceremony of Sikkim University in Gangtok. Furthermore, the announcement was made in the presence of the esteemed President of India, Shrimati Droupadi Murmu.

Sikkim has become the fifth state in India to achieve this significant status. The other states that have achieved it are Mizoram, Tripura, Goa, and Himachal Pradesh. Moreover, Ladakh is the first Union Territory of India to achieve the status of full literacy.

When Is A State Considered Fully Literate?
This historic milestone was achieved under the leadership of the Chief Minister (CM) Prem Singh Tamang (Golay). The ULLAS initiative was launched by the Ministry of Education and is in alignment with the National Education Policy (NEP).

Under the ULLAS initiative, a state is considered fully literate if around 95% of its adult population (people above the age of 15) is literate. The ULLAS requires rigorous testing via the Foundational Literacy and Numeration Assessment Test (FLNAT).
