Indian Railways Announces Major Changes In Ticket Cancellation, Refund & Boarding Rules

In an effort to enhance passenger travel, Indian Railways continues to implement reforms to make journeys smoother and more convenient. Following significant updates in 2025, including Tatkal bookings linked to Aadhaar verification and the allocation of lower berths, the Railways has introduced two additional reforms in 2026. These changes were announced by Union Minister for Railways, Information & Broadcasting, and Electronics & Information Technology, Ashwini Vaishnaw.

One key reform addresses ticket cancellations and refunds, emphasizing the convenience of passengers while also tackling the misuse of ticketing systems. Minister Vaishnaw highlighted the issues of ticket black marketing and the exploitation of the Tatkal system as major concerns. To combat these problems, Indian Railways has utilized advanced technology to identify and counteract bots and fraudulent practices. This technological upgrade has helped eliminate approximately 3 crore fake accounts from the IRCTC platform, significantly improving ticket availability for genuine travelers.

The policy for ticket cancellation has been modified, extending the earlier timelines of 48, 12, and 4 hours prior to departure to new windows of 72, 24, and 8 hours. This adjustment aligns with the new reservation chart preparations, which are now conducted 9-18 hours before a train’s departure, as opposed to the previous 4-hour window.

These changes are implemented without any additional cost to passengers and aim to enable better travel planning for those on waiting lists while improving options for travelers in remote areas. Early preparation of the reservation charts enhances transparency and reduces unnecessary last-minute bookings, ensuring tickets are accessible to legitimate passengers.

Additionally, Minister Vaishnaw announced that passengers can now cancel counter tickets at any railway station across India, eliminating the previously implemented rule that required cancellations to occur only at the starting station.

The need for filing a Ticket Deposit Receipt (TDR) for e-tickets has also been removed, thus simplifying the refund process, which will now be handled automatically upon ticket cancellation. Moreover, upgrades to a higher travel class will be possible up to 30 minutes before departure, a significant change from the previous requirements.

Lastly, passengers can now also digitally change their boarding station up to 30 minutes before the train departs from its original location. This new flexibility allows those unable to board at their initial station to switch to a nearby station without losing their confirmed seat.

Union Minister Ashwini Vaishnaw believes these changes will greatly improve transparency, reduce misuse, and enhance the overall passenger experience when booking railway tickets.
